Buffalo City Metropolitan Municipality (BCMM) is continuing its Supplier Outreach Programme aimed at empowering local businesses and improving participation in municipal procurement opportunities.
The outreach sessions provide suppliers and service providers with practical guidance on registering and updating their details on the BCMM Supplier Database, enabling them to do business with the municipality. In addition, suppliers are being equipped with the knowledge and understanding required to successfully participate in the municipal tendering process.
According to Senior Manager for Demand and Database Management, Mandisa Dumako, the programme is designed to build supplier capacity and improve their understanding of procurement requirements.
"We are empowering suppliers with the knowledge they need to understand the different types of tenders and the requirements associated with them. Particular emphasis is placed on mandatory documentation and critical sections of bid documents that suppliers must pay close attention to when completing and submitting tenders. By improving their understanding of these requirements, we can help reduce administrative errors that often result in disqualification," said Dumako.
The programme focuses on key aspects of tender compliance, including the preparation of competitive tender submissions, the importance of submitting all mandatory documents and fully completed MBD forms, including MBD4, as well as understanding critical requirements such as CIDB compliance, financial statements for high-value bids and accurate pricing.
Participants are also guided through the tender evaluation process, which includes compliance checks, functionality assessments and price and preference point scoring. Common mistakes that often lead to disqualification are highlighted to assist suppliers in improving the quality and compliance of their submissions.
The initiative seeks to improve supplier readiness, reduce the number of bids disqualified due to administrative errors, and promote fairness, transparency and broader participation in municipal procurement processes.
Through programmes such as these, BCMM remains committed to supporting local economic development by creating an informed and capable supplier base that can effectively access opportunities within the municipality.
