This function has been designed to assist with the transformational and strategic programmes in the administration, the core responsibilities are as follows:

• Facilitate and advise the municipality on the development of the institution’s forward strategy in line with Local Government regulations.
• Analyse and evaluate the transformation policies within the institution by examining compliance in line with national government imperatives.
• Develop programmes relating proper implementation of transformation policies by liaising with relevant stakeholders.
• Assess and report on the implementation of transformation policies to the municipality.
• Prepare operational reports for the municipal manager in respect of strategy matters.
• Advise and adopt best practices for the municipality on comparative transformational practices.
