Directorate of Health and Public Safety
The Purpose of the Directorate of Health and Public Safety is to be a people centered place of opportunity where the basic needs of all are met in healthy, safe and sustainable environment.
The directorate comprises two departments:

Department of Health Services
The purpose of this department is to provide a Primary Health Care and auxiliary health care service that is both preventative and curative, together with an Environmental Health Management Programme that ensures the health and safety of all communities within Buffalo City.
The department comprises of three divisions:
- Nursing Services
- Health Support Services
- Environmental Health Services

Department of Public Safety
The purpose of this department is to provide traffic safety and crime prevention services, fire and rescue services, and disaster management services that ensure the safety of all communities within Buffalo City and the protection of all Council's assets.
The department comprises of three divisions:
- Traffic and Law Enforcement
- Fire and Rescue Services
- Disaster Management
