The purpose of the Directorate of Engineering Services is to provide a sustainable, reliable and affordable engineering service and infrastructure for Buffalo City Municipality and all stakeholder communities.

The three departments which fall under this directorate are:

• Water and Scientific Services
• Roads and Design Department
• Electrical and Mechanical Department

The functions of this directorate include:

• The maintenance and upgrade of tarred and gravel roads.
• The maintenance and upgrade of sidewalks.
• The maintenance and upgrade of stormwater systems.
• The management of the maintenance and upgrade of bridges and rail sidings.
• The maintenance and upgrade of road furniture.
• The planning and design of new civil engineering projects.
• The administration and supervision of new civil engineering projects.

Water and Scientific Services Department
The purpose of this department is to provide potable water, waste water and scientific services to Buffalo City consumers at affordable and sustainable prices according to legal standards and regulations.

The functions of this department include:

• The management and control of water, waste water operations and services.
• The purification and treatment of potable and waste water.
• The acquisition, storage and distribution of water and the collection of waste water.
• The administration and financial control of water, waste water and scientific services.
• The governance of water regulations, planning and tariff setting for the region.
• The provision of laboratory and scientific services.
• The control of industrial effluent.
• The planning and construction of minor works.

Construction, Roads & Projects department
The purpose of this department is to maintain and upgrade the roads and infrastructure in Buffalo City to an acceptable level of service and to implement civil engineering projects as required by all directorates.

The functions of this department include:
