Directorate of Corporate Services
The primary focus of the Directorate of Corporate Services is to provide strategic support to all of the business functions within Buffalo City.
The priorities of the directorate include:
- The effective management of human resources in order to ensure the transformation of skills development, employment equity and performance appraisal.
- The effective management of an administration system that is efficient and facilitates decision-making and service delivery throughout Buffalo City.
- The assurance that its support systems, eg IT, GIS, telecommunications, communications, etc, are used to inform and enable the implementation of the Integrated Development Plan.
The directorate includes three departments:

Human Resources Department
This department is responsible for provision of strategic human resources support to all council business functions, people development and to ensure the maintenance of sound labour relations.
This department has three divisions:
- personnel and labour; and
- development and performance appraisal.

Organisational Support Department
The purpose of this department is to provide administrative, logistical, operative, telecommunication and information management support to the municipality.
This department has three divisions:
- auxiliary and telecommunication support;
- administrative and council support; and
- information management and technology.

Internal Audit Department
This department is responsible for internal auditing, risk management and forensic investigations. It offers advisory services and deals with issues of corporate governance. The Internal Audit Department reports directly to the City Manager.
Internal Audit is responsible for conducting their work in accordance with the standards for the Professional Practice of Internal Audit established by the Institute of Internal Auditors (IIA).
