While some by-laws for Buffalo City Municipality have been finalised, others are still being drafted. Work has had to be done to compile a uniform set of draft by-laws to replace the often incompatible and conflicting by-laws of the local authorities that were combined to form Buffalo City Municipality. Some of the by-laws are also being amended to remove any unconstitutional aspects.
